Ex-DOR chief says department lacked expertise to validate conservation easement appraisals
Roxy Huber, former director of the Colorado Department of Revenue, has admitted to the Journal-Advocate that her office had no one qualified to validate conservation easement appraisals when her department denied hundreds of tax credits based on those appraisals between 2000 and 2011.
